Democratic People's Republic of Korea: East Asia: Annual Appeal No. MAA54001 2008-2009

This appeal seeks CHF 2,420,630 (USD 2.16 million or EUR 1.47 million) to fund the planned programmes to be implemented in 2008-2009. The overall budget is CHF 2,420,630 (USD 2.16 million or EUR 1.47 million).

This appeal document briefly covers the main outcomes the programmes seek to achieve over the next two years. More detailed information is provided in the 2008-2009 Plan and Summary Matrix.

In a world of global challenges, continued poverty, inequity, and increasing vulnerability to disasters and disease, the International Federation with its global network, works to accomplish its Global Agenda, partnering with local community and civil society to prevent and alleviate human suffering from disasters, diseases and public health emergencies.

Current context

East Asia comprises five countries: Mongolia, China, The Democratic People's Republic of Korea (DPRK), the Republic of Korea (RoK) and Japan. These nations are greatly diverse, both within and amongst their borders, including their humanitarian needs, such as environmental degradation, effects of climate change, disaster relief and public health concerns. The national societies face significant challenges in the types and frequencies of natural disasters, especially with increasingly erratic weather patterns, damaging typhoon activity and earthquakes. In addition, health emergencies continue to plague the region, with increasing risks of the spread of HIV/AIDS and other public health emergencies. Poverty prevails in many rural areas of Mongolia, China and the DPRK, and the linkage between health and disaster issues are closely related to the vulnerability of these populations.

The region's Red Cross national societies all play central roles in the national disaster response plans within their respective countries providing a wide range of disaster response activities and health initiatives that meet the needs of the most vulnerable populations in their communities.

From 2008-09, the Federation regional office for East Asia seeks to provide further support to the national societies in the region, particularly Mongolia, DPRK and China, in the three main areas of disaster management, health and care, and promotion of humanitarian values. The three focal areas are aligned with the Global Agenda goals and provide opportunities to build capacity in the region, as well as partnerships, collaboration and cross-sharing. For strategic reasons, the Asia Pacific Zone Office in Kuala Lumpur will be providing direct support for organisational and capacity development (areas aligned to Global Agenda Goal 3) of national societies in the region.
